Storm Sewer Utility
The Storm Sewer Utility is part of the division of Public Works. We operate and maintain the city’s storm drains year-round to prevent flooding and water pollution within the City of Springville.
Storm drains are series of pipes and other structural facilities that convey water away from potential flooding areas. This system is a separate storm water collection and runoff system. It is not connected in any manner to the wastewater (sewer) collection system.
Storm water is not filtered, cleaned or treated before it is released to our creeks, Utah Lake or to the aquifer, so it can be a pollutant if it is not kept clean. It is a Federal, State and Municipal offense to put anything other than normal storm runoff with some exemptions into a storm drain.

Education
Springville City is concerned about educating all people about storm water. As a result we have initiated a public education program through the Utah County Storm Water Coalition that we take into our 4 th grade elementary schools; we also set booths and distribute educational materials at our county fairs and the Art City Days festival.
We have developed a 30 minute presentation that includes a hands-on model that shows what happens when it rains. This presentation covers the following concepts:

- Water pollution
- What happens to the water when it rains
- Non-point source pollution vs. point source pollution
- Proper disposal of household hazardous waste
- Other issues about protection of drinking water/ground water

Environmental Issues
What can I do to help keep storm water clean?
Do not dump chemicals, oil, and cleaning fluids down storm drains. Just think “If you can’t drink it don’t dump it”.
- Do not litter
- Keep our streets and water clean by putting trash in it’s place
- Don’t leave pet waste. Dog and cat waste causes bacteria in our storm drains
- Keep the storm gutters clean
- Recycle used oil and antifreeze
If you see anyone illegally dumping or discharging chemicals, oil, paint or other pollutants in gutters or storm drains, call immediately to report it at 801-491-2780.

Irrigation
Springville City owns and manages the irrigation canals that run through Plat A; the rest of the system is managed by the Springville Irrigation Company, some runoff from streets does go into irrigation canals.
Frequently asked questions
Q: There’s water running down the street but its not raining. Should I report this and if so who do I call?
A: No, It is fairly common for water from irrigation to run down City gutters between the months of April through October. If you see water running down the gutter, that could damage property. Please call 801-491-2780 during normal business hours and after hours call dispatch at 801-489-9421.
Q: I am concerned about an open ditch that runs near my house. Who should I contact to get the open ditch put into a pipe?
A: Cleaning and changing pipe configurations are handled by the irrigation companies that operate in the City.

Storm Water Management Plan
In compliance with the federal Clean Water Act and specifically with the National Pollutant Discharge Elimination System Phase II requirements, the City has developed a Storm Water Management Plan to guide the efforts of its storm sewer utility during the next five years. This management Plan is now available for public comment.
