Invitation To Propose – City’s Transportation Master Plan, Capital Facilities Plan, Impact Fee Facilities Plan, and Impact Fee Analysis

INVITATION TO PROPOSE

Notice is hereby given that SPRINGVILLE CITY INCORPORATED (OWNER) invites qualified professional Consultants to submit proposals to update the City’s Transportation Master Plan, Capital Facilities Plan, Impact Fee Facilities Plan, and Impact Fee Analysis. The Request for Proposals intends to set forth the minimum acceptable requirements for responses to complete the project described in general below:

Perform a comprehensive update of the City’s Transportation Master Plan, Capital Facilities Plan, Impact Fee Facilities Plan, and Impact Fee Analyses. Additionally, the successful Consultant shall be retained as the City’s on-call Transportation Consultant providing General Engineering Services relating to transportation related issues and projects for the City for a period of five (5) years. Such work may include but not be limited to annual IFFP and IFA updates, third party review of TIS, traffic signal design, etc. No amount of work is guaranteed annually or collectively during this contract.

Proposals will be accepted by the OWNER until 4:00PM (MDT) on Wednesday, July 30th, 2025. The OWNER will then make a decision of award and contact the individual bidders with the decision anticipated on or after Monday, August 4th, 2025. NO LATE PROPOSALS WILL BE ACCEPTED.

CONTRACT DOCUMENTS to be executed by the winning CONSULTANT may be obtained on or after the date of the bid award. These CONTRACT DOCUMENTS will include an agreement to be signed by both the CONSULTANT and the OWNER prior to any work commencing.

All communication relative to the Project and any questions which CONSULTANTs may have concerning the project shall be directed to the OWNER online via BONFIRE at https://utah.bonfirehub.com/opportunities/194156, using the “Public Q&A” section for this project All questions shall be submitted by Monday, July 28, 2025, at 4:00 PM (MDT).

Any changes or addendums to the RFP will be issued via BONFIRE as well.

The OWNER reserves the right to reject any or all bids; or to accept or reject the whole or any part of any bid; or to waive any informality or technicality in any bid in the best interest of the City. Only bids giving a firm quotation properly submitted and signed will be accepted.
