REQUEST FOR PROPOSAL

Notice is hereby given that SPRINGVILLE CITY INCORPORATED (OWNER) invites
qualified professional Engineering Firms to submit a technical proposal to provide 46KV
Transmission Line Upgrades Electrical Design and Construction Administration Services.

The Request for Proposals intends to set forth the minimum acceptable requirements for
responses to this request.

The project scope shall include a design which incorporates two
phases, each addressing a separate portion of the 46kV
transmission line system. Both will be included in the design, but
work will be completed in different phases.

Proposals will be accepted by the OWNER until 3:00PM (MDT) on Tuesday, April 29th, 2025.
The OWNER will then make a decision of award and contact the individual bidders with the
decision anticipated on or after Tuesday, May 13th, 2025.

NO LATE PROPOSALS WILL BE ACCEPTED. SUBMITTAL REQUIREMENTS:
PLEASE REVIEW SECTION 8.0: PROPOSAL SUBMISSTION REQUIREMENTS within the
RFP for instructions on submitting the RFP. All Proposals must be submitted by Submission

CONTRACT DOCUMENTS to be executed by the winning CONSULTANT may be obtained
on or after the date of the bid award at the Springville City Power Offices, 777 N. 425 W,
Springville. These CONTRACT DOCUMENTS will include an agreement to be signed by both
the CONSULTANT and the OWNER prior to any work commencing.

All communication relative to the Project and any questions which CONSULTANTs may have
concerning the project shall be directed to the OWNER before Tuesday, April 29th, 2025 at
2:30 PM (MDT).

Questions and Answers will be emailed to bidders who do not have access to Bonfire.

he OWNER reserves the right to reject any or all bids; or to accept or reject the whole
or any part of any bid; or to waive any informality or technicality in any bid in the best interest of
the City. Only bids giving a firm quotation properly submitted and signed will be accepted.
