Notice is hereby given that SPRINGVILLE CITY INCORPORATED (OWNER) invites qualified professional Consultants to submit proposals to update the City’s Water, Pressurized Irrigation & Wastewater Collections Master Plans. The Request for Proposals intends to set forth the minimum acceptable requirements for responses to this request.
Proposals to update the City’s Drinking Water Master Plan, Pressurized Irrigation Water Master Plan, Wastewater Collection System Master Plan, and respective Impact Facility Plans, and Impact Fee Analyses.
Proposals will be accepted by the OWNER until 4:00PM (MDT) on Monday, January 20th, 2025. The OWNER will then make a decision of award and contact the individual bidders with the decision anticipated on or after Monday, January 27th, 2025.
NO LATE PROPOSALS WILL BE ACCEPTED. SUBMITTAL REQUIREMENTS: Five (5) hard copies and one electronic pdf copy of the proposals must be submitted by Submission Deadline to:

CONTRACT DOCUMENTS to be executed by the winning CONSULTANT may be obtained on or after the date of the bid award at the Springville City Offices, upstairs in the Community Development Office. These CONTRACT DOCUMENTS will include an agreement to be signed by both the CONSULTANT and the OWNER prior to any work commencing.
All communication relative to the Project and any questions which CONSULTANTs may have concerning the project shall be directed to the OWNER before Wednesday, January 16th, 2025 at 4:00 PM (MDT). Questions shall be submitted online using the “Questions and Answers” section for this project using the following link: https://solutions.sciquest.com/apps/Springville Water Master Plan Updates. Questions and Answers will be emailed to bidders who do not have access to SciQuest.
The OWNER reserves the right to reject any or all bids; or to accept or reject the whole or any part of any bid; or to waive any informality or technicality in any bid in the best interest of the City. Only bids giving a firm quotation properly submitted and signed will be accepted.
