FAQ's

How is the survey being used?

The City Council is using the survey as a tool in the budgeting process to help them understand the opinions of Springville Citizens.
City Staff are using survey results to help improve services.

Why is the City building a pool/rec center/library/police station/ city hall, etc. first/last/not at all, etc.?

The City Council has received public input through the survey, open houses, forums and Council Meetings to set up timelines for various facilities.  Currently, improving public safety facilities is the City council’s top priority for buildings.

Why did the City Council raise my taxes (or fees) for a building?

The City Council has not raised taxes for more than a decade.  In order to raise taxes to build any facility, the public would have to vote in an election.  This has not happened.  (Some people have seen increased taxes in the last few years.  Nebo School District raised taxes after an election two years ago and Utah County adjusted property values this year which may have resulted in a change in taxes—up or down.)

When will the City Council make decisions on this stuff?

Most decisions associated with spending happened during the budget process.  A preliminary budget will be approved by the City Council in May 08 and a final budget in June 08.  Both meetings have public hearings.  City Council meetings are held on the 1st and 3rd Tuesday of every month.

The 2007 Springville City Survey Sample

In mid-November we mailed The Citizens’ Viewpoint survey to 1736 randomly selected Springville households. In total, we received responses from 931 residences (54% response rate). This means that over one out of every ten households in the entire city responded to the survey. The margin of error for the city data is approximately +/- 2 to 2.5 percent at a 95 percent confidence level. Given the large number of responses, the findings will be very accurate for the whole city if the survey sample had representative coverage of all households in the city. We would have liked another 200 (or more) households to respond so that we would have more data on potential problems/successes in specific neighborhoods.

Comparisons against census data showed that the households that responded were very similar to all households in Springville on household income, race, household size, age and marital status. There were some differences from census data: somewhat more women responded than men, somewhat fewer people with a high school diploma (or less) responded, and there were fewer respondents from mobile homes and multi-family apartments/condos than expected. Overall, the sample appears to be representative of most households in the city. The large number of households that responded and the representative coverage means that even if more households responded the results would not change much. For example, 25 surveys were returned after the initial report was sent to the city. The addition of the 25 responses did not make any change to the percentages for the four library bond level options. This is what you would expect with a good random sample.
