Canyon Parks Information

Springville City operates over 400 acres of parks and campgrounds in Hobble Creek Canyon. The parks include Jolley’s Ranch, Kelly’s Grove, and Rotary Park. The areas are located just past Hobble Creek Golf Course on both forks of Hobble Creek Canyon Road. The Canyon Parks offer picnicking, camping, pavilion rentals, and winter recreation opportunities.

Pavilion Rentals

We have ten pavilions of various sizes available to rent in our Canyon Parks. The pavilions may be rented for family gatherings, company parties, and other events. All of our pavilions are fee areas. Use of our pavilions is by paid reservation only. Rental rates depend on pavilion size and length of the reservation. Pavilion areas are open April – September, weather permitting. Campground

Jolley’s Ranch has a campground with over 50 campsites. The campsites are of various sizes and can accommodate RV and/or tent camping. Our campsites include such amenities as water and electricity hookups. There are toilets on site. There are no sewage facilities available. All campsites must be paid for when occupied and check out time is 1:00 pm. There is a seven day camping limit. The campground is never included with a pavilion rental. Campground is open April - October, weather permitting.

Picnic Sites and Common Areas

Our Canyon Parks have several picnic sites and common areas that are available for all to use. However, these areas do not include pavilion areas or campsites. Jolley’s Ranch has the Bear’s Picnic Area which is dedicated to picnicking. All picnic areas and common areas are day use only areas and must be vacated by dark.

Alcoholic Beverages

City, County, and State Codes prohibit the consumption of alcoholic beverages in any public park. If you plan to drink alcohol we suggest you do not attend our park. Violators of this code can be subject to prosecution by the Utah County Sheriff. Utah State Code 32 A-12-220.

How do I get There?

From I-15, take Springville exit 260 and turn east onto 400 South. Follow 400 South east until the intersection with 1300East/Canyon Road. Turn south onto Canyon Road and remain on Canyon Road for approximately 4 miles. The Canyon Parks begin with Kelly’s Grove just past the Hobble Creek Golf Course. Rotary Park is on the left hand fork of Canyon Road immediately as the road forks. Jolley’s Ranch is on the right hand fork of Canyon Road about ½ mile past Kelly’s Grove.

 Reservations

  • Reservations will be taken at the Community Services Office located at 443 South 200 East. Reservations will be taken during business hours.
  • All reservations must be paid in full when made. No pavilions will be held as reserved without payment.
  • Reservation fees schedules will be set by the Director of Buildings and Grounds and approved by the City Council. Fees will be assessed and changed as costs of operation dictate.
  • When a reservation is made, the person making the reservation will accept full responsibility for their group and their group’s activities. The responsible party will accept responsibility for notification of dates, times, and all park rules as well as financial responsibility for any damage as a result of his/her group’s activities.
  • Reservations may be cancelled at any time. If a reservation is cancelled at least three weeks prior to the reservation date, a 90% refund will be given. Cancellations received without at least three weeks notice will receive no refund.
  • All pavilion areas are reservation areas. All pavilion use will require a paid reservation. Groups that show without a reservation may pay Canyon Parks full-time staff for use of a pavilion only if the pavilion has not already been reserved.
  • Pavilion reservations are limited to three consecutive days. Extended reservations will not be allowed. Groups are not allowed to move to different pavilions during their reservations or to extend their reservation length.
  • Canyon Parks staff or the reservation secretary may choose to leave an open day between reservations to allow for watering, maintenance and recovery of the grass and plants.
  • Each pavilion has a limited group size. Large size groups will not be allowed to reserve an area that will not accommodate them. Large groups may reserve more than one pavilion for their use within the three day limit.
  • Some pavilions are designated as day use only areas. Such pavilions may not be reserved or used for overnight activities.
  • Groups must stay within the size limits of the pavilion. Oversized groups may be assessed a $50.00-$100.00 fine and/or asked to vacate the premises.

Pavilion Use

  • All pavilion use is by paid reservation only.
  • Pavilion use times are 11:00 a.m. until 10:00 p.m. for day use and 11:00 a.m. until 10:00 a.m. for overnight use.
  • Pavilion groups may not arrive before 11:00 a.m. for their reservation or stay past their departure time. Early arrivals or late departures may incur a $50.00-$100.00 fine. Groups may not have any vehicles, camping vehicles, tents, or other property on the premises before their arrival or after their departure time.
  • All Canyon Parks patrons are expected to follow all parks rules and policies at all times.
  • Pavilion reservations include use of a pavilion and surrounding area. Restrooms, playgrounds, common areas, picnic areas, sports fields, volleyball, horseshoes and campgrounds are not included in any reservation and are available to all park patrons.
  • Electricity and drinking water is available at each pavilion. RV’s should not be plugged into pavilion outlets or the circuits will be tripped, causing the pavilion to lose power. Lights in the pavilion come on and off with a timer.
  • Pavilion users may use associated parking areas. Users may not park or drive on grass areas at any time. Users should not park or camp in any area designated for general use or use by other pavilion groups.
  • The pavilion will be cleaned before a reservation arrives. The restrooms will be cleaned once daily. Pavilion groups are encouraged to clean the area before they vacate. Please bring your own trash bags. Leave your trash in the dumpster by your pavilion or carry it out with you.
  • If you wish to use the volleyball poles you must bring your own net and ball. If you want to play horseshoes, bring your own horseshoes to play at the horseshoe pit.

Campground Use

  • Campsites are fee areas. Camping fees will be set by the Director of Buildings and Grounds and approved by the City Council. Camping fees will be reviewed and adjusted to offset operational costs.
  • Camping fees must be paid before a campsite is occupied.
  • Camping fees will be collected by a Camp Host or Canyon Parks full-time staff.
  • Campsites must be occupied at all times that they are in use. Occupation means that a vehicle, RV, or tent is present in the site. Other items do not designate occupation.
  • Any person occupying a campsite is subject to camping fees.
  • Camping limit is seven days. After seven days, campers must vacate the Canyon Parks for at least seven days.
  • Camping checkout time is 1:00 p.m. Campers staying after checkout time may be charged more camping fees. Campsite should be vacated before checkout time.
  • All campsites must be kept clean and in good order at all times. No items should be left in such a manner that would attract wildlife.

Picnic Area Use

  • Picnic areas are day use only areas. Users are not allowed in picnic areas after dark. No overnight camping is allowed in picnic areas.
  • Picnic areas are defined as areas with picnic tables that are not located under or within 100 feet of a pavilion, areas available for open use, and the Bear’s Picnic Area. All other areas are fee areas.
  • All picnic areas will be available to use without reservations and without fees.
  • Persons may not drive vehicles on grass to access any picnic area.
  • Picnic areas are available on a first-come first-served basis. Picnic areas will not be reserved for any reason.
  • Picnic area users may not use pavilion areas or campsites without paying appropriate fees.

Alcohol

  • According to Utah State Code 32 A-12-220, it is unlawful to consume any alcoholic beverage in any public park.
  • Park users are prohibited from consuming alcohol within the boundaries of the Canyon Parks at any time.
  • Park users are discouraged from having alcohol in their possession while within the boundaries of the Canyon Parks.
  • Violations of alcohol rules can result in expulsion from the Canyon Parks and may be referred to the County Sheriff for enforcement.

Hunting and Hunting Trespass

  • It will be considered unlawful to discharge any type of firearm, weapon, or any device that launches a projectile within the boundaries of the Canyon Parks.
  • It will be considered unlawful to pursue, harass, decoy, trail, track or hunt any kind of animal while within the boundaries of the Canyon Parks.
  • It will be considered “Hunting Trespass” to park within the Canyon Parks boundaries for the purpose of pursuing game, to walk through the Canyon Parks boundaries to track or trail game, or to set up any sort of stand or blind within the boundaries of the Canyon Parks.
  • Hunters may, with written permission of the Canyon Parks Supervisor or the director of Buildings and Grounds, retrieve downed game that has entered the Canyon Parks Boundaries. However, hunters or any other person may not have any weapon on their person at any time while doing so. Game must be transported off of Canyon Parks property immediately. Game may not be field dressed on Canyon Parks property.

Campfires

  • Campfires and cooking fires may only be lit in designated areas.
  • Campfires and charcoal fires may only be lit when fire restrictions do not prohibit such activity.
  • Springville City will immediately adhere to all Forest Service fire restrictions. Springville City may also determine if self-imposed fire restrictions are necessary. This determination will be made by the Director of Buildings and Grounds. Springville City will not call everyone who has a reservation to inform them of fire restrictions. Please call our office before your arrival to see if there are fire restrictions in force so you can plan your activities accordingly. If there are fire restrictions in force, there will be no fires or briquettes (anything that produces ash) allowed in the fireplaces, fire pits and/or barbecue braziers. Propane stoves and grills will be allowed.
  • All fires should be constantly monitored and attended. All fires should be kept small and controlled at all times.
  • Cutting of live or standing trees for firewood on Canyon Parks property is strictly prohibited.

General Regulations

  • Park quiet hours are from 10:00 p.m. through 7:00 a.m.
  • All vehicles, RVs, trailers, etc. are to remain on roads or designated parking areas at all times.
  • Park speed limit is 10 miles per hour.
  • Dogs must be leashed and controlled at all times. All pets must be kept in a kennel or inside a vehicle at night. Pet owners must clean up after their pets.
  • All trash should be placed in dumpsters.
  • No OHVs or off road motorcycles may be operated within the Canyon Parks boundaries at any time except by maintenance personnel.
  • No fireworks of any kind are allowed within the boundaries of the Canyon Parks.
  • Horses are not allowed within the boundaries of the Canyon Parks at any time unless they are contained inside a stock trailer.

Campsite Capacities

Campsites may be occupied by the following

  • 2 tents and 2 vehicles
  • 1 RV or trailer and 1 tent
  • 1 RV or 1 trailer and its towing vehicle and 1 other vehicle
  • Any additional tents or vehicles must pay additional fees.
  • The Camp Host or Canyon Parks full-time staff may determine whether a campsite is of sufficient size to allow additional tents or vehicles.
  • If a campsite is determined too small for additional vehicles or tents, campers will be required to occupy additional spaces and pay the required fees.
