Historic Springville City Cemetery

 

Springville City owns and maintains two beautiful cemeteries which cover approximately 32 developed acres. The first burials in Springville took place in 1851 in the Historic Springville City Cemetery. Plots are still available in both cemeteries.

 

CEMETERY PLOTS/BURIAL RIGHTS

  • Purchase of Cemetery Plots/Burial Rights: Cemetery plots may be purchased in either the Historic City Cemetery or the Evergreen Cemetery. The purchase will allow burial rights to the purchased plot only. The purchase is not a purchase of property. Springville City will maintain ownership of all cemetery properties. Upon the purchase of cemetery plots, the purchaser acquires only the right of burial and perpetual care in the said plot, subject to the rules and regulations of the cemetery.
  • Purchase of Cemetery Plot Options: Cemetery plots may be purchased by outright payment for the plots or an arranged payment plan that may last up to two years. However, no interment will be performed until the cemetery plot is paid in full. If purchase fees are not paid in full within the two year period, burial rights to the plot will be forfeited. Indigent burials must be approved and accepted by the City before an interment. All purchases must be made at the Community Services Building at 443 South 200 East.
  • Inheritance of Burial Rights: Heirs may acquire rights to cemetery plots. Heirs must prove legal power of attorney or legal inheritance before rights to cemetery plots can be reassigned. New owners of burial rights are bound to all existing and current fees and regulations.
  • Perpetual Care: Springville City will provide perpetual care of the cemeteries. The City will maintain the cemetery grounds, infrastructure, roads, and all other elements. Springville City will also be responsible for all necessary growth and development within the cemetery. Perpetual care does not include maintenance, upkeep, or repair of any headstone, monument, marker, or flower vase. Perpetual care is included in the purchase price.

TYPES OF CEMETERY PLOTS AVAILABLE

  • Upright Headstone Plots: These plots will allow placement of an upright single or double headstone, monument, or marker on the west end of the gravesite. The headstone, monument, or marker will have an eight-inch cement mowing strip that surrounds it to facilitate maintenance. The headstone, monument, or marker may be no larger than the maximum width and height allowed. (Please refer to Marker, Monument, and Headstone Requirements.) All planting must be pre-approved by the Sexton. These plots are available in both cemeteries.
  • Flat Headstone Plots: Flat headstone plots will allow markers that will remain flush with the ground. These plots are only available in the Evergreen Cemetery.

MARKER, MONUMENT, AND HEADSTONE REQUIREMENTS

  • Cement Borders for upright markers are 8” wide and 4” deep unless stated otherwise. Cement borders for flat (flush) markers and slope/wedge markers must be 8” wide and 6” deep. Cement borders for infant marker may be 4” wide and 4” deep.
  • Flat (flush) markers, monuments, and headstones must be flush with the ground.
  • Markers, monuments, and headstones will be placed in a traditional north – south position.
    Vases or holes for flowers may be on the north and south only, and should be centered and part of the 42” single or “84” double marker. No vases or holes for flowers are allowed in infant section.
  • Single Markers, Monuments, and Headstones: Maximum size including cement border and vases is 36” height x 42” length.
  • Double Markers, Monuments, and Headstones: Maximum size including cement border and vases is 36” height x 84” length.
  • Infant Markers, Monuments, and Headstones: Infant markers in infant section must be flat (flush). Maximum size including cement border is 24” x 16”.

MARKERS, MONUMENTS AND HEADSTONES

  • Placement: Markers, monuments, and headstones that are placed in the cemeteries remain the property of the individual or family. Markers, monuments, and headstones can only be placed under the direction of the sexton. Any company or person wishing to place a marker, monument, or headstone must get approval of the sexton before arriving at the cemetery. Monuments, markers, and headstones will not be placed from November 1 through March 1. Springville City will not be responsible to repair damage, vandalism, or graffiti that may occur to any monument, marker, or headstone.
  • Markers, Monuments, and Headstones in Evergreen Cemetery: In sections A, B, C, D, E, F and K, all plots may have an upright marker, monument, or headstone placed at the west end of the grave. An infant buried in the east end of a plot must have a flat marker. Markers, monuments, and headstones in section G must be flat (flush). Plots 9, 10, 11 and 12 in sections H, I and J may have an upright marker while 1-8 are flat (flush) marker plots. In section L, infant plots may have a flat marker and full sized plots may have an upright marker.
  • Markers, Monuments, and Headstones in the Historic Springville City Cemetery: All plots may have an upright marker, monument, or headstone if placed on the west end of the plot.

BURIALS

  • General Requirements: Interments are limited to human dead. Directions for all interments must be given and all charges prepaid at the Community Services Building. Information by phone may be accepted; however Springville City is not responsible for errors resulting from this procedure. Notice for opening a grave must be given at least 24 hours in advance of the burial.No interments will be permitted unless the interment is arranged by a funeral director or by a person holding a burial-transit permit. A permit for disinterment and re-interment is required prior to disinterment of a dead body.
  • Duties of the Funeral Director: Funeral directors must arrange for the funeral procession to leave the cemetery in a timely manner to allow time for the grave to be closed. Please note that any funeral party that remains in the cemetery after the time specified by the City Council will be subject to overtime fees. Funeral directors are also responsible for the observance of all rules and regulations concerning funerals and burials.
  • Excavating and Restoring Graves: No grave shall be opened, filled, refilled or sodded except by the sexton or a cemetery employee. Any exceptions must be approved by the Sexton.
  • Restrictions: The remains of one body are allowed in a single casket with the following exceptions:
    • A mother with her infant child.
    • Two children buried together.
    • No more than one casket is allowed in a grave with the following exceptions:
    • Two separate infant interments.
    • Up to six containers with cremation ashes.
    • One adult and one infant if length of plot allows adequate space.
    • Double deep interment.

DECORATION OF GRAVES

  • Flowers and floral arrangements will be removed without notice when they become unsightly. Owners desiring to retain these arrangements must do so before they become unsightly.
  • Adjustable receptacles of a type approved by the cemetery sexton may be used to hold flowers. Decorations may remain on graves for a seven day period following Mother’s Day, Memorial Day, and Father’s Day. After this period, all materials will be removed from established grave sites and disposed of. Cleanup will begin on Monday, the week after the holiday.
  • Decorations are permitted to remain without being subject to removal from November 1 to February 28. Spring cleanup begins March 1 and all materials will be removed and discarded. Any unauthorized removal of flowers, decorations, or vandalism should be reported to the Springville Police Department.
  • Floral and other arrangements will be left on graves following burials for a maximum of seven days.
  • No person may, at any time, plant any tree, shrub, flower, or other vegetation in the cemetery except at the discretion of the Sexton.
  • Springville City reserves the right to remove any shrub, tree, bush, or other plant at their discretion.
  • Shepherd hooks of any kind are not permitted.

GENERAL GUIDELINES

  • Please be respectful of cemetery grounds and funeral services that may be in progress.
  • Access to Springville City cemeteries is restricted to daylight hours.
  • Springville City disclaims all responsibility for loss or damage suffered by cemetery visitors.
  • The speed limit within Springville City cemeteries is 15 MPH.
  • Please keep all vehicles on the paved roads at all times and obey direction signs.
  • Persons are welcome to walk and jog on cemetery roads. Please be aware of traffic and cemetery equipment.
  • Alcoholic beverages are not allowed on cemetery grounds.
  • NO SMOKING please.
