Springville, Utah - Mayor Gene Mangum announced today that Troy K. Fitzgerald has been appointed to serve as Springville City Administrator. Fitzgerald replaces Layne Long who resigned several weeks ago. The Mayor recommended Fitzgerald for the position at Tuesday night’s City Council meeting
Troy Fitzgerald has worked for the City of Springville since 1998 as the City Attorney. In addition to his responsibilities as City Attorney, Troy has acted as the City’s Personnel Director and Risk Manager since 2000. As City Administrator, he hopes to increase communication with the community and assist the Mayor and Council in planning for the future of the City of Springville.
Troy was raised in Somers, New York but discovered deep roots in Springville upon moving here in 1993 - he is a direct descendent of Springville pioneers. He has a bachelor’s degree in Chemistry with a minor in Asian Studies from Brigham Young University and a Juris Doctorate degree from the J. Reuben Clark Law School at Brigham Young University.
Troy worked briefly for Lederle Laboratories, Mrs. Fields Inc., and Consolidated Edison of New York before working eight years with the local law firm of Young & Kester. At Young & Kester, he worked on a variety of cases before focusing on corporations, contracts and real estate.

He and his wife, Michelle, have four active children. “The entire City Council, along with myself, have a great deal of confidence in Troy,” Said Mayor Mangum. “His experience and his commitment to Springville City make him a vital asset on our staff.” Fitzgerald has been serving as interim City Administrator for the last few weeks, his appointment is effective immediately.
