Solicitation for Construction Bids

Springville City Corporation (City) is soliciting competitive bids for the upgrade and expansion of the City’s Water Reclamation Facility.

Engineer:  The engineer for both design and construction administration is AQUA Engineering, located at 533 West, 2600 South, Suite 275, Bountiful, Utah, 84010, project manager – Justin Logan, phone – 801-299-1327 X 203, fax – 801-299-0153, email – justinl@aquaeng.com.

Bid Opening:  Bids will be opened and read aloud at 4 p.m., MST, at the City’s Council Chambers located at 50 South Main, Springville, Utah, on Tuesday, December 13 th, 2007. 

Bid Security:  A bid bond or a cashier’s check in the amount of 5% of the bid amount will be required.

Bid Documents:  Bid documents including construction drawings, technical specifications, and bidding requirements, can be obtained from the office of the engineer for the amount of $150 (non-refundable) for approximately one half scale drawings.   Full size drawings may be obtained upon request at the cost of production. 

Project Funding:  The project is being funded through revenue bonds issued by the City.  Federal bidding and wage rate requirements are not required for this project.

Pre-bid Site Visit:  A mandatory walkthrough will be held at 10 am, starting at the City Council Chambers (address above) on Thursday, November 15 th.  The walkthrough will conclude at the City’s Water Reclamation Facility. 

Project  Scope:  The project will include the remodel of the existing main pump station, the construction of a new main pump station and recycle pump station, a new grit removal system, an operators room, two new secondary clarifiers, two new biological treatment units, a new solids dewatering facility, a new UV disinfection facility, and all the associated electrical, control, yard piping, and site work necessary to complete the project. 

Completion of Work:  The project shall be completed within 560 days after notice to proceed is issued. 

The City reserves the right to accept or reject any and all bids, to waive any informality, and to make awards in the best interest of the City.

The Springville Recreation Department is currently soliciting proposals from qualified firms interested in providing concessions services during sports programs and special events at 3 locations within Springville. Firms are invited to submit proposals for 1, 2 or all 3 locations. Proposals will be approved on a location by location basis. A firm may submit a proposal for multiple locations but be awarded one, two or all three locations. Exact times and dates to be determined prior to the approval of the contract.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

PUBLIC HEARING NOTICE

Springville City will hold a PUBLIC HEARING to consider potential projects for which funding may be applied under the CDBG Small Cities Program for Program Year 2008. Suggestions for potential projects will be solicited, both verbally and in writing, from all interested parties. The expected amount of CDBG funds for this program year will be discussed along with the range of projects eligible under this program and a review of previously funded programs. The hearings will begin at 7:00 p.m. on October 16, 2007 and will be held in the Springville City Council Chambers, 50 South Main Street, Springville, Utah.             Springville City hereby gives notice that all residents may VOTE EARLY at the Springville City Offices from Monday, August 27 to Friday, September 7, 2007 during regular business hours, 8:00 a.m. to 5:00 p.m. The City Offices will be closed on September 3, 2007 to observe Labor Day. A voter must meet the following qualifications: (1) be a citizen of the United States; (2) be age 18 or older; (3) be a resident of Utah for 30 days immediately preceding the election; (4) be a resident of Springville City for 30 days immediately preceding the election; and (5) be registered to vote. Notice is hereby given that Springville City will hold a non-partisan municipal general election on November 6, 2007 to elect three (3) council members to serve four year terms of office. Given a sufficient number of candidates, a municipal primary election will be held on September 11, 2007.

To qualify for candidacy a person must be a United States citizen, a registered voter at least 18 years old of the municipality, and a resident of the municipality or a recently annexed area of the municipality for a period of 365 consecutive days immediately preceding the date of the election.

A candidate must file a Declaration of Candidacy in person with the City Recorder, or have a Nominating Petition filed in his or her behalf. These documents are available in the City Recorder’s office or on line at www.springville.org. The filing period begins Tuesday, July 2, 2007 at 8:00 a.m. and ends on Monday, July 16, 2007 at 5:00 p.m. There is a $10 filing fee to be paid at the time of filing.
